The short answer is that they do different jobs. The longer answer is the chemistry, and it is worth two minutes.
What a lip balm does
A balm sits on top. That is the point of it. Tallow, a plant wax, a carrier oil, and the balm forms a layer over the lip that slows water loss and keeps wind, cold, and dry indoor air off the tissue underneath. Neither one is a gloss. A gloss is a visual finish, usually water or silicone based, that sits on the lip for an hour or three and then is gone. It does not penetrate and it does not feed anything.
