Why do tattoos fade?
Tattoos fade for a few reasons, and they are worth separating. First, UV light from the sun breaks down tattoo pigment over time, which is the single largest factor in long-term fading. Second, skin naturally turns over and thickens and dries with age, which can make ink look hazier from above. Third, dry or flaky skin on the surface scatters light and dulls how color reads, even when the ink underneath is fine.
Only the first two involve the pigment itself, and both are permanent. The third is the one you can actually influence day to day, and it is where a balm earns its place.
Does tattoo balm make ink brighter?
Not by adding anything to the pigment. A balm cannot reach the ink, which sits in a deeper layer of skin, and it certainly cannot deposit new color. What it can do is condition the surface skin so it is smooth, clear, and well hydrated, and that changes how light passes through to the ink below.

Do I need a special balm for tattoos or will lotion do?
A basic lotion will moisturize, and moisturized skin is the real mechanism, so an honest answer is that plain lotion is better than nothing.
